Lead people, culture and safety across two progressive councils
Kentish and Latrobe Councils are seeking an experienced Manager People and Culture to lead their people, and organisational development functions across two connected councils. This is a significant leadership opportunity to shape culture, strengthen systems and build leadership capability.

About the Role
Reporting to the Chief Executive Officer, the Manager People and Culture leads human resources, and organisational development functions. The role is both strategic and hands on, with responsibility for building practical systems, guiding leaders and ensuring legislative compliance across two resource shared councils.
You will partner closely with managers to lift capability, support performance and embed consistent people practices. You will also oversee workforce reporting and provide clear advice to executive and council.

Key Responsibilities

  • Lead and implement people and culture strategies aligned to council priorities
  • Provide practical advice on human resources, and industrial relations 
  • Develop and embed policies, procedures and systems across the employee lifecycle
  • Partner with leaders to build capability, manage performance and support change
  • Oversee recruitment, onboarding, workforce planning and learning initiatives
  • Deliver workforce reporting and insights to the executive and council
About You
You are a confident and practical people leader who enjoys building structure and clarity. You are comfortable operating at both the strategic and operational levels and can guide developing leaders through complex people matters. You value strong systems, clear communication and a respectful workplace culture.

Essential Criteria

  • Degree qualification in human resources, business or related field with at least five years experience in a similar role 
  • Demonstrated experience leading end to end people processes including performance management and organisational development 
  • Strong knowledge of employment law, industrial instruments and contemporary HR practice
  • High level communication and stakeholder engagement skills
  • Current driver licence and capacity to travel between council offices and sites
