Lead digital strategy, cyber resilience, data governance, and records management across two connected councils.
Kentish and Latrobe Councils are looking to appoint a Manager Information and Technology. This is a significant leadership opportunity to strengthen digital capability, uplift cyber resilience and embed robust data and records governance across two progressive regional councils.
About the Role
Reporting to the Director Corporate and Business Services, the Manager Information and Technology leads ICT operations, data governance, records management and business intelligence. Records management is a distinct and critical compliance function, working alongside ICT rather than being absorbed within it.
The role is both strategic and hands on. You will lean in and contribute operationally while setting direction, guiding investment and ensuring systems enable effective service delivery across both Councils. The enterprise environment is built on a Microsoft stack with TechnologyOne as the core corporate system.
Key Responsibilities
- Lead and develop ICT and Records teams across Kentish and Latrobe Councils
- Oversee day to day ICT operations, service performance and vendor management
- Develop and implement ICT strategy, governance frameworks and practical roadmaps
- Strengthen cyber security, privacy, business continuity and risk controls
- Champion data governance frameworks that ensure integrity, compliance and evidence based decision making
- Manage ICT budgets, assets, procurement and contract performance to deliver value for money
- Deliver system upgrades and digital initiatives in a staged and well managed way
- You are a credible and practical technology leader who sees ICT as a strategic enabler of organisational performance. You think beyond maintaining systems and focus on how technology improves services for staff and the community.
- You bring strong commercial judgement and understand total cost of ownership, sustainable investment and responsible use of public funds. You translate complex technical concepts into clear and practical advice for executives and councillors.
- You lead with calm confidence and authenticity. You build trust across technical and non-technical teams and create an environment where people feel supported and accountable. You develop capability in others and are comfortable leading through ambiguity, change and structural transition.
- Degree qualification in Information Technology, Information Management, Business or related field with at least five years experience in a similar leadership role
- Demonstrated experience managing ICT operations within a complex or regulated environment
- Strong knowledge of cyber security, governance, privacy, data governance and records management frameworks
- Experience managing ICT budgets, contracts, vendors and enterprise systems
- Proven ability to lead projects and embed change across multiple sites
- High level communication skills and experience advising executive and Council
- Current driver licence and capacity to travel between Latrobe and Sheffield
- $120k plus superannuation, with the option to match super contributions
